Does Remote Testing Meet Oregon’s Testing Requirements?
The short answer is “Yes!”
Remote testing delivered via Zoom was born out of necessity. Back in late winter of 2020, the first case of COVID-19 showed up in Oregon. Public gatherings were limited or canceled as more cases were identified. Nevertheless, achievement testing was still required. Remote or virtual testing proved to be the solution that enabled home schoolers to comply with state law.
Oregon’s administrative rule 339.035 3bA states:
The parent or legal guardian shall select an examination from the approved list and arrange to have the examination administered to the child by a qualified neutral person, as defined by rule by the State Board of Education.
A test satisfies Oregon’s testing requirement, if it is:
· on the state’s approved list
· given by a qualified and neutral person
The administrative rules, written decades ago, did not address the means by which a test would be administered. Zoom as a platform did not exist then. Regardless, taking a test via Zoom does not conflict with the letter or spirit of any of the rules.
